Which Is The Best Voice (audio) Recorder ?

One that is not too expensive and the recording is clear.
  Or if anyone has any other idea of a recording, whether audio only or audio and visual, but the quality is very good, without paying an arm and a leg for it.
  I was thinking about the Flip camera, but I'm hearing too many good things about him.
